mwheel++
Lets mouse wheel events be delivered to windows that are not active. A simple program, but very handy (it makes scrolling behave like Mac OSX or GNOME on Linux).
Details
- You can temporarily disable it by double-clicking the task tray icon. (Double-click again to re-enable.)
